Why hasn't Javier Solana been punished for the deathes of civilians who died becuase of his order to launch air strikes against Yugoslavia. As you might know a lot of civilians were killed because of those air strikes. I wonder how come a lot of decisions have been and are being made by the so-called "significant people of this world" and if their desicions are harmful for others it turns out that it's not a big deal? Why are politicians not accountable? Is their job less important than a policeman's? However, a policeman is responsible and accountable for his single action while "important guys" may play around with lives of others?
